Today we’d like to introduce you to Joelina Peck.

Hi Joelina, we’d love for you to start by introducing yourself.
My journey into research administration started almost twenty years ago, long before I founded J|RA Consulting, LLC. Early in my career, I worked in higher education, managing research portfolios and helping faculty navigate complex grant submissions.

In 2009, I earned my Certified Research Administrator (CRA) credential, which deepened my expertise in compliance, budgeting, and proposal development. But what truly shaped my path was realizing how many small technology start-ups were trying to bring innovative ideas to life without the support systems that larger organizations take for granted. I saw brilliant ideas and promising technologies fall short, not because they lacked potential, but because the administrative process was overwhelming.

Navigating the federal funding landscape is time-consuming and difficult to understand without pouring countless hours into learning the process. For small businesses that are just trying to get started, it can feel nearly impossible to manage both innovation and administration.

That realization sparked the creation of J|RA Consulting, based in Gilbert, Arizona. I wanted to bridge the gap—to help small businesses and innovators access the federal funding that could turn their ideas into real-world solutions.

Today, I work closely with clients developing technologies that have the power to make a difference in the world, whether in healthcare, sustainability, or advanced technology. My role is to help them navigate system registrations, budgets, and compliance requirements so they can focus on innovation.

My mission is simple but deeply personal: to remove administrative barriers so transformative ideas can become technologies that truly change lives. If there is a technology that may improve our quality of life, then I hope to be a part of helping that become a reality.

We all face challenges, but looking back would you describe it as a relatively smooth road?
Like most entrepreneurial journeys, it hasn’t always been smooth, but it’s been incredibly rewarding. I’m currently working full-time while building J|RA Consulting in my free time, and I’m also pursuing my Master’s in Marketing at the W. P. Carey School of Business. It’s a bit hectic at times, but I wanted to strengthen my ability to help small businesses not only secure funding but also develop marketing strategies to bring their ideas to market.

Balancing work, school, and a growing business has its challenges. There are long days, but the impact makes it all worthwhile. Two of my clients recently received their first SBIR/STTR awards, which was an incredible milestone, not just for them, but for me as well. Seeing their hard work and innovation recognized reminds me exactly why I started this journey.

The uncertainty in federal funding and research grants has also been challenging, as shifting policies make it hard to predict what’s ahead. Still, I remain optimistic. The need for innovation hasn’t changed, and I’m proud to play a small part in helping ideas that can improve lives move forward.

As you know, we’re big fans of you and your work. For our readers who might not be as familiar what can you tell them about what you do?
I help small technology start-ups navigate the complex and often overwhelming federal funding landscape, particularly through SBIR and STTR programs. Many small businesses have brilliant ideas but lack the internal support to manage the administrative side of obtaining research funding, registrations, budgets, document compliance, and proposal submissions, which can be a major barrier to success. My role is to guide them through that process, allowing them to focus on writing about their technical innovations while ensuring their proposals are competitive and compliant.

I specialize in administrative and compliance support for federal grants, including federal registrations, budget development, proposal coordination, and submission management. I’m known for my hands-on, personalized approach, tailoring support to each client’s stage of growth and unique project needs. I’m not a grant writer, as I don’t have a scientific background, but I help craft the non-technical portions of proposals, such as facilities descriptions, budget justifications, and letters of support.

What I’m most proud of is seeing my clients succeed. Two of my clients recently received their first SBIR/STTR awards, which was incredibly rewarding and a reminder of why I do this work.

What sets me apart is the combination of nearly two decades of experience in research administration, my CRA credential, and my deep understanding of both the challenges small businesses face and the nuances of federal funding. Beyond compliance, I’m working to expand my skills to help identify potential customers and develop marketing plans, a critical part of SBIR/STTR proposals and the overall objective of getting technologies successfully to market. Without a clear plan for reaching customers, even the most innovative ideas can struggle to gain traction.

What matters most to you?
What matters most to me is helping innovators turn their ideas into real-world solutions that can make a difference in people’s lives. I’m passionate about removing barriers to help small businesses get their technologies to market.

For me, it’s deeply rewarding to help small technology start-ups secure funding. Knowing that the work I do enables a company to move forward, potentially creating solutions that improve healthcare, sustainability, or everyday life, is incredibly motivating.

At its core, what matters most is empowering innovators, giving them the support they need so their transformative ideas aren’t held back by paperwork or process. If I can help an idea move from concept to something tangible that improves quality of life, then I know I’m making an impact.
